Thank you to those who attended the Public Hearing held on October 4, 2018 regarding the proposed New Vineyard Land Use Ordinance (LUO) and New Vineyard Site Plan Review (SPRO).

 There was very positive response to the final versions of both ordinances:

  • The LUO reflecting current town practices for Land Use based on a minimum buildable lot size of  40,000 sq.ft.
  • The SPRO proposing how non-residential development will be managed 
  • And together providing the opportunity - if needed – for access to the State’s $80M in Grant Funding,

Based on feedback there will be 2 minor modifications to each document.

  • LUO and SPRO – Adoption of Amendments will be by majority vote of attendees at Town meeting.
  • LUO – Table of Uses - Marijuana Facilities will be allowed in VCD – note Marijuana Ordinance needed.
  • SPRO -   Sections - Application Submission; Approval Standards and Criteria- wording to minimize the impact on small business start-ups by allowing Planning Board modification/waivers if applicable. 
Clarifications
  • LUO - there is no requirement for owner occupancy in multifamily conversion – Section 1.111.3.B
  • LUO – Enforcement fees ranges are weekly amounts in all areas – Section 1.115

A Special Town Meeting will be held on Thursday, October 18, 2018 at 6PM at Smith Hall to vote on adoption of the New Vineyard Land Use Ordinance (LUO) and New Vineyard Site Plan Review (SPRO).
